Title IX is a civil rights law passed in the 1970s that has historically been utilized as a quality-control measure when it comes to collegiate sports — ensuring that both men's and women's sports teams receive equal funding and equal access to facilities. But throughout the past few decades, it was occasionally employed as a basis for prosecuting schools that chose to sit on their hands when one student (usually female) was raped or otherwise victimized by another student.
Survivors at 55 schools have filed complaints that prompted federal inquiries into colleges and universities from coast to coast. After filing our complaint against the University of Southern California in May 2013, the USC chapter of SCAR developed a pamphlet that we shared with students at a half-dozen universities. This "how-to" guide enables someone with only vague knowledge of the federal requirements to compile a comprehensive complaint. It incorporates formatting pioneered by students and staff at the University of North Carolina and Occidental College, the complaints of which were accepted by federal lawyers and successfully prompted federal investigations.
